Litchfield Council had been advised of a possible boundary change which would affect land holdings and future development. The goal was to estimate the potential impact of the location of the land in question.
The Urban Intelligence team through Delos Delta developed a framework to compare the economic value of retaining a large undeveloped land parcel within the LGA boundary compared to the land being transferred to a different LGA.
The project developed a pairwise comparison of the development under either Council’s management structure, including sales revenue, rates, marginal costs, and grant potential.
