Daaisy — the first AI agent built exclusively for the ACT's planning system — offers free access during public beta testing

Urban Intelligence, a Canberra-based property technology firm, today announced the upcoming public launch of Daaisy (Development Assessment Artificial Intelligence System), an AI assistant purpose-built for the ACT's land and planning sector.

With Canberra facing mounting pressure on housing supply, Urban Intelligence says Daaisy is designed to cut through the complexity that slows development approvals — giving planners, developers, and property professionals instant answers, grounded in the ACT Government's planning rules and technical regulations.

"Interpreting planning rules, block characteristics, and Lease Variation Charges is genuinely hard," said Adrian Makeham-Kirchner, Director of Strategy and Analytics at Urban Intelligence. "Daaisy was built to make that process faster, more accurate, and more accessible — and we think it will make a real difference to housing delivery in the ACT."

What makes Daaisy different?

Unlike general-purpose AI tools such as ChatGPT, Daaisy draws exclusively from the ACT Government's planning body of knowledge and our proprietary geospatial data set.

This means it can answer specific questions about individual blocks, not just general planning principles.

The system uses Retrieval-Augmented Generation (RAG) technology to ensure responses are grounded in current, authoritative information rather than guesswork.

Key capabilities include:

  • Block-level geospatial analysis — direct integration with ACT geospatial data files for precise, site-specific information
  • ACT planning expertise — knowledge grounded solely in ACT Government planning frameworks and technical regulations
  • Continuous improvement — the system evolves as its body of knowledge expands and user feedback is incorporated

Free access during beta testing

Daaisy is currently available at no cost during its final testing and refinement phase. A broader public launch — with specialised pricing plans — is expected within weeks.

Urban Intelligence is also preparing to release a second tool: an online Development Application (DA) lodgement support platform aimed at simplifying the submission process for applicants.

Urban Intelligence was founded to apply data, AI, and human expertise to the practical challenges facing the ACT and region development sector.

Daaisy is the first of several planned tools aimed at supporting housing supply.
