The Urban Intelligence team through Purdon designed and developed an evaluation framework to test different governance and operating models for the airport. These included a ‘do-nothing’ baseline, shifting to a leasehold model (excluding parking and development assets), and transitioning the asset to a controlled entity (excluding parking and development assets). The modelling supports an evidence-based assessment of value for the community.
