To support the client's objective, we defined the policy problem, and a modelling framework. The modelling delivered a stratified costing of acquiring the dwellings based on a buying and building program (on a ‘salt and pepper’ basis, allowing for in-fill and greenfield development, focussing on 1,2- and 4-bedroom dwellings), creating and priming a prefabrication manufacturing hub, and through adaptive re-use. A costing summary was released publicly to support an election commitment.
