Urban Intelligence's Director of Strategy and Analytics led a team of experts through Purdon who researched and modelled the drivers and impediments to land development in the ACT. The team designed a framework which identified planning, regulatory and economic levers that incentivise development. The framework primed the creation of a spatial ‘developability index’ to objectively assess development chance, as well as a tool to assess the feasibility of multiple case studies of policy consistent and counterfactual options. The project included detailed multiagency and expert stakeholder engagement. The results were a key input informing long run changes to policy to increase missing middle supply in the ACT.
